Officer Graves is essentially a vigilante in a policeman’s clothing. As an unemployed man who spent most of his days watching cop shows, Graves decided to root out the criminal element in his neighborhood by impersonating a police officer. After his initial successes, Graves lost himself to the delusion that he was a policeman.
Driving a modified Crown Victoria, and sporting a stolen police uniform and mirrored aviators, Officer Graves is an unofficial officer of the law. He punishes fairly tame criminal violations with excessive force, taking a special interest in reprimanding hippies and slackers.
It isn’t long before Officer Graves butts heads with one Jake Alberts, a man whose anti-authority leanings are in direct opposition to his own.
